BACKGROUND:

Between 2013 and 2015, forty percent of three-year olds in the San Mateo County Head Start program had untreated dental decay. Children of color experienced higher levels of decay than children of Caucasian decent. Many pregnant women and elderly lacked dental resources and services. The most affected regions of the County were: Daly City and Brisbane; central San Mateo; east Palo Alto, Redwood City and east Menlo Park; and the coastal areas of Half Moon Bay, El Granada and Miramar.

 

To address these issues, the San Mateo County Oral Health Coalition began to work with consultants to develop a local needs assessment and strategic plan starting in FY 2015-16. The San Mateo County Oral Health Strategic Plan (2017-2020) has five main objectives: 1) to increase access to dental services and oral health education for children and pregnant women; 2) to increase access to dental services and oral health education for adults; 3) to build oral health provider capacity; 4) to increase awareness of the importance of oral health; and 5) to establish an oral health infrastructure and oral health surveillance system.

 

Funding for the Oral Health Program (OHP), made available through the California Healthcare, Research, and Prevention Tobacco Tax Act of 2016 (Prop 56), is to be used for public health services. The activities may include convening, coordination, and collaboration to support planning, disease prevention, surveillance, education, and linkage to treatment programs.

 

On December 12, 2017, your Board approved an agreement with the California Department of Public Health to provide funding in support of the OHP, for the term January 1, 2018 through June 30, 2022, in an amount not to exceed $1,156,660.

 

 

 

 

DISCUSSION:

One of the Oral Health Strategic Plan’s main objectives is to establish a local oral health surveillance system. Over the past two years, the OHP has been collecting information from children using a locally-designed assessment form. This year the OHP applied for and received additional funding in the amount of $38,230 to upgrade the current assessment form into a scannable and machine-readable form.

 

This grant agreement may require an annual signature to receive funds. As a result, Family Health Services seeks authorization for the Chief of San Mateo County Health or their designee to sign the agreement in lieu of your Board.

 

The Board is being asked to authorize the Chief of San Mateo County Health her designee to execute subsequent amendments which do not exceed an aggregate of $25,000.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by increasing access to dental services and oral health education for children and pregnant women. In FY 2018-19, 44 children were linked to oral health treatment; it is anticipated that 120 children will be linked in the coming year.

FISCAL IMPACT:

The term of the agreement is January 1, 2018 through June 30, 2022. The amount of the agreement is not to exceed $1,194,890 for the 54-month-term. Funds in the amount of $383,270 have been included in the FHS FY 2019-20 Recommended Budget. Similar arrangements will be made for future years. Since the County is receiving this funding, there is no Net County Cost.
