BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to Family Connections and resulting grant agreement in an amount not to exceed $36,000 to cover fees for use of a school site space located at 414 Fourth Avenue in unincorporated Redwood City for preschool programming. The County Manager’s Office will administer and manage the proposed agreement.

 

Family Connections began 25 years ago as a co-op preschool model for low-income communities in San Mateo County. Its mission is to create the highest quality family learning community so underserved children and parents together become the drivers of their own success. Their program is unique - it is a tuition free parent participation early learning program exclusively serving low-income families and children.  Family Connections currently serves over 200 children and family members from the underserved neighborhoods of Belle Haven and North Fair Oaks.

Family Connections’ programs are offered at two locations: 1391 Chilco Street in the Belle Haven neighborhood of Menlo Park and 414 4th Avenue in the unincorporated community of North Fair Oaks. Family Connections leases its space on Fourth Avenue from the Sequoia Union High School District.

Of the families enrolled in Family Connections programs: 35% are living at the Federal Poverty level; 49% are living at the extremely low-income level; 12% are living at the very low-income level. Of the parents participating in Family Connections’ programs: 19% are younger than the average for parenthood (18-25 years old); 40% did not complete high school (half have less than a 9th grade education); and 15% are female head of households.

Underserved families face challenges to access high quality early education. Ongoing educational and family support is vital to the success of their children. This Measure K grant will be used by Family Connections to continue their tuition-free preschool in its current location in North Fair Oaks. It will enable more programming to reach the organization’s aim to help break the generational cycle of poverty by improving access to quality parent participation in early childhood education.

 

Total Measure K Request: Not to Exceed $36,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2019-20 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2019-20 Recommended budget.
