RECOMMENDATION:

title

Adopt a resolution authorizing an agreement with the Daly City Police Department for the San Mateo County Sheriff’s Office to provide warrant processing services, for the term of July 1, 2019 through June 30, 2022, in an amount not to exceed $274,500.

BACKGROUND:

The San Mateo County Sheriff’s Office currently provides warrant processing services for unincorporated San Mateo County as well as several contract towns and cities.  The Sheriff’s Office also administers warrant processing services for several other governmental agencies including San Mateo County Probation, Parole, and the California Highway Patrol.  Warrant processing is a highly technical function which requires attention 24-hours a day.

DISCUSSION:

The Sheriff’s Office began providing warrant processing services for the Daly City Police Department in 2016 when dispatch services were contracted out to Public Safety Communications.  The Sheriff’s Criminal Records Bureau currently handles warrant processing and maintenance for all Daly City warrants including any entries, verifications, abstracts, updates, recalls, purges, inquiries, dispositions, and other related warrant-related services as needed.

The Daly City Police Department wishes to continue contracting with the Sheriff’s Office for warrant processing services and has requested to enter into a three-year contract for the period of July 1, 2019 through June 30, 2022.

The resolution and agreement have been reviewed and approved as to form by County Counsel.

This agreement contributes to the Shared Vision 2025 outcome of a Safe Community by ensuring that warrant processing services are provided in the most timely, consistent, and efficient manner to law enforcement officers and agencies.

FISCAL IMPACT:

The term of the agreement is July 1, 2019 through June 30, 2022, for the amount of $88,809.00 for FY 19-20, and an increase of 3% in both FY 20-21, and FY 21-22.

The revenue generated from this contract will be used to partially fund a Criminal Records Technician position responsible for warrant processing.  There is no Net County Cost.
