BACKGROUND:

San Mateo County Health (SMCH) divisions use electronic healthcare records to maintain patient medical information and track case management services. Diameter Health products will allow SMCH to not only improve its data quality in the Health Information Exchange (HIE), but also provide feedback to SMCH divisions about opportunities to improve data quality within their respective electronic records systems.

 

DISCUSSION:

Diameter Health provides a hosted software platform that analyzes and enhances the data quality of healthcare records. Examples of what Diameter Health does include standardizing data, adding national standard vocabularies (e.g. HL7, ICD-10, LOINC, SNOMED, RxNorm), de-duplicating health record information, and automatically correcting common vocabulary and syntax mistakes. 

Diameter Health’s platform also provides dashboards that reflect potential opportunities to improve data quality of the respective electronic records system.

The agreement will be to provide Diameter Health’s software products Fusion and Analyze. Fusion is the product that cleans and standardizes the information coming into the HIE. Analyze provides a dashboard that displays the data quality of incoming information by data source. 

SMCH belongs to the Strategic Health Information Exchange Collaborative (SHIEC),  a national organization for HIEs. SHIEC has a Group Purchasing Agreement (GPA) with Diameter Health that provides a discount to members. Therefore, SMCH requests that the Board waive the County’s Request for Proposals process for this agreement as it is in the best interest of the County to take advantage of the discounts offered by this GPA. This further enables SMCH to align with other SHIEC members, which further supports standardization for best practices.

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

ISD has reviewed and approved the IT component of this agreement.

 

The agreement with Diameter Health contributes to the Shared Vision 2025 outcome of a Healthy Community by providing measures that improve SMCH data quality. It is anticipated that there will be a 20% enhancement of SMCH’s data quality within the HIE by decreasing redundant patient data.

FISCAL IMPACT:

The term of the agreement is August 1, 2019 through July 31, 2022. The amount of the agreement is not to exceed $591,000 for the three-year term.

 

Funding for this agreement is covered by the Whole Person Care grant and has been included in the FY 2019-20 Recommended Budget. Future year funding will be covered by charges to the SMCH divisions.
