Adopt a resolution authorizing an agreement with Diameter Health to provide Fusion and Analyze software products for the term of August 1, 2019 through July 31, 2022, in an amount not to exceed $591,000.

BACKGROUND:
San Mateo County Health (SMCH) divisions use electronic healthcare records to maintain patient medical information and track case management services. Diameter Health products will allow SMCH to not only improve its data quality in the Health Information Exchange (HIE), but also provide feedback to SMCH divisions about opportunities to improve data quality within their respective electronic records systems.
DISCUSSION:
Diameter Health provides a hosted software platform that analyzes and enhances the data quality of healthcare records. Examples of what Diameter Health does include standardizing data, adding national standard vocabularies (e.g. HL7, ICD-10, LOINC, SNOMED, RxNorm), de-duplicating health record information, and automatically correcting common vocabulary and syntax mistakes.
Diameter Health's platform also provides dashboards that reflect potential opportunities to improve data quality of the respective electronic records system.
The agreement will be to provide Diameter Health's software products Fusion and Analyze. Fusion is the product that cleans and standardizes the information coming into the HIE. Analyze provides a dashboard that displays the data quality of incoming information by data source.
SMCH belongs to the Strategic Health Information Exchange Collaborative (SHIEC), a national organization for HIEs. SHIEC has a Group Purchasing Agreement (GPA) with Diameter Health that ...
