BACKGROUND:

The Mental Health and Substance Abuse Recovery Commission reviews and evaluates the County’s mental health and substance abuse disorders needs, services, facilities and special problems. The Commission advises the Board of Supervisors and the Behavioral Health and Recovery Services (BHRS) Director on any aspect of the local mental health and substance abuse disorders program; reviews and approves procedures used to ensure citizen and professional involvement at all stages of the planning process, and submits reports to the Board of Supervisors on the needs and performance of the County's mental health system.

DISCUSSION:

The Commission consists of 19 members appointed by the Board of Supervisors representing family members, consumers/clients, professionals and interested residents. By State law, at least 50% of the members must be a consumer or family member of a client of mental health and/or other drug services, and must be a resident of San Mateo County not employed by BHRS or a BHRS contractor. All three appointees meet these requirements.

This appointment contributes to the 2025 Shared Vision statement of a Collaborative Community by bringing our diverse population together to build strong communities, effective government and a prosperous economy, and by facilitating civic engagement and participation in public discussions of important issues.

FISCAL IMPACT:

None.
