BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to San Francisco Shakespeare Festival, and resulting grant agreement in an amount not to exceed $20,000, in support of Redwood City Free Shakespeare in the Park 2019 in Redwood City over three weekends during the month of August 2019 on the Sequoia High School campus. The County Manager’s Office will administer and manage the proposed agreement.

 

Each summer, the San Francisco Shakespeare Festival removes barriers to cultural access by bringing Shakespeare to communities in local parks and public spaces. This grant would support Free Shakespeare in Park 2019 in Redwood City over three weekends during the month of August 2019, providing a total of six performances, on the Sequoia High School campus.

 

The mission of the San Francisco Shakespeare Festival is to make Shakespeare and the performing arts accessible to everyone, regardless of age, ethnicity, geography, economic status or level of education.  Without the barriers of cost and venue - by bringing this professional performance to the community in a public space - Free Shakespeare in the Park provides a much-needed opportunity for communities to share in an artistic activity that builds civic pride and a sense of belonging.

 

This would be the 8th consecutive year that San Francisco Shakespeare Festival has brought Free Shakespeare in the Park to Redwood City. The objectives for Redwood City Free Shakespeare in the Park include: to expose audiences to the works of Shakespeare free of charge in a welcoming outdoor venue; providing the community of Redwood City with a cultural experience to unite their diverse citizenry; introducing new audiences to the live theatrical experience; providing audiences in the greater Redwood City area with a level of comfort in experiencing the language of Shakespeare; providing paid employment to Bay Area artists and technical personnel; and continuing to build audiences and participants for other San Francisco Shakespeare program and fellow members of the Peninsula arts community.

 

Total Measure K Request: Not to Exceed $20,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Redwood City Free Shakespeare in the Park 2019 contributes to the Shared Vision 2025 outcome of a Prosperous Community by fostering community-building and educational opportunities for San Mateo County residents.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2019-20 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2019-20 Recommended Budget.
