BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 1 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to San Bruno Park School District (District), and resulting grant agreement in an amount not to exceed $72,000, to support the San Bruno Park School District in its partnership with the Sobrato Foundation to implement the Sobrato Early Academic Language (SEAL) program at Belle Air and Allen elementary schools, both Title I schools serving English Learners. The County Manager’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     $67,500, approved 6/27/2017, to provide a physical education curriculum to students in Grades K-3 at two of the District’s Title I schools

                     $67,500, approved 7/24/2018, to continue to provide a physical education curriculum to students in Grades K-3 at two of District’s Title I schools

The SEAL model is a preschool through third grade program of the Sobrato Family Foundation designed to build the capacity of preschools and elementary schools to develop the language and literacy skills of young English learner children, and to close the academic achievement gap for this group by fourth grade. The model provides intensive professional development to preschool and elementary school teachers through workshop sessions, coaching, and collaborative reflection and planning, with the goal of developing academically proficient and literate students who express themselves articulately in two languages.

Both Belle Air and Allen elementary schools have had a pattern of low performance on the California Assessment of Student Performance and Progress (CAASPP) English Language Arts/Literacy (ELA) and English learner assessments for a number of years. The District has been challenged to shift its teacher practice, and provide ongoing coaching support and monitoring of student performance, within its budget constraints.

Over the course of three years, Allen and Belle Air elementary schools will implement the SEAL program in phases. In order to ensure sustained implementation, the District is requesting funding to support teacher coaching, which is a requirement for participation in SEAL and essential to long term success. The proposed Measure K funding of $72,000 will support approximately 60 percent of the annual cost of the SEAL coach position (approximately $120,000) for the District.

Total Measure K Request: Not to Exceed $72,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the agreement and resolution as to form.

 

Funding for the San Bruno Park School District’s Sobrato Early Academic Language (SEAL) program at Belle Air and Allen Elementary Schools contributes to the Shared Vision 2025 outcome of a Collaborative Community by forging a partnership with the San Bruno Park School District to build the capacity of preschools and elementary schools in order to better develop academically proficient and literate students who express themselves articulately in two languages.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2019-20 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2019-20 Recommended Budget.
