Measure K: Adopt a resolution authorizing:

 

A)                     The President of the Board of Supervisors to execute an amendment to the agreement with Beebe’s Water System Inc., extending the term of the agreement to June 30, 2021 in order to enable the continued delivery of professional services required to operate the Memorial Park Water Treatment Plant, and increasing the amount by $130,000 to an amount not to exceed $200,000; and

 

B)                     The Parks Director, or her designee, to execute further amendments to the agreement to modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the agreement’s terms and/or services, so long as the modified term(s) and/or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Memorial Park is popular for its picnic reservation sites, family and group campgrounds, recreational facilities, and towering redwood trees. During peak season, the park can serve as many as 3,000 visitors per day. This demand puts a considerable strain on the park’s aging and deteriorating infrastructure. 

 

To satisfy the demand for potable water, the San Mateo County Parks Department (“Department”) maintains an on-site water treatment plant, which relies on treating raw water drawn from Pescadero Creek.  The Department has an agreement with Beebe’s Water Systems, Inc. (“BWS”) for routine maintenance and repair services and professional services required to ensure compliance with applicable regulations. 

 

DISCUSSION:

To improve Memorial Park’s water filtration system, BWS will replace the turbidmeters, chlorine analyzers, and pump motor controls. BWS will also replace the obsolete chlorine disinfection system with a new system that will more effectively disinfect raw water. These improvements will allow the system to yield fewer erroneous false negative results, improve an insufficient disinfection process, and increase data accuracy. 

 

The Department now seeks an amendment to the agreement to increase the not-to-exceed amount by $130,000 to complete the required modifications and to provide an additional two years of professional maintenance and repair services.  Remaining expenses include the purchasing of required parts; preparation of plans and specifications; and the installation of hardware for the water treatment system.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by ensuring the Memorial Park Water Treatment Plant operates in a more efficient and effective manner. 

 

FISCAL IMPACT:

The amendment will extend the term of the agreement through June 30, 2021 and authorize an additional $130,000 in Measure K funding. Sufficient appropriations are included in the Department’s FY 2019-20 Approved Recommended Budget and FY 2020-21 Preliminary Recommended Budget. There is no Net County Cost associated with this recommendation.
