Adopt a resolution waving the Request for Proposals and authorizing an agreement with San Mateo Consolidated Fire Department for the provision of a Countywide Hazardous Materials Emergency Response Team for the term of July 1, 2019 through June 30, 2022, in an amount not to exceed $2,131,137.

BACKGROUND:
In January of 2019, Belmont Fire Protection District, Foster City Fire, and San Mateo Fire, consolidated and formed San Mateo Consolidated Fire Department. The Hazardous Materials Team is now part of the newly formed San Mateo Consolidated Fire Department. All members of the Hazmat Team have been trained to the level of Technician/Specialist and are ready to respond 24 hours a day, seven days a week.
This Hazmat program is provided by agreement between San Mateo Consolidated Fire Department and the County of San Mateo, including the 20 cities in the County that along with the County, form the Emergency Services Council. This is a fee for service program and the current agreement is due to expire on June 30, 2019. All services remain the same.
DISCUSSION:
The Emergency Services Council (ESC) and the San Mateo Consolidated Fire Department have approved the agreement and budget. The new agreement continues to ensure the highest level and stability of services from July 1, 2019 through June 30, 2022, and incorporates the same elements as the previous agreement with the Hazardous Materials Team. Therefore, it is in the best interest of the County to waive the Request for Proposals process and continue contracting with the San Mateo Consolidated Fire Department to ensure continuity of the highest level and stability of services.
