RECOMMENDATION:

Approve an Appropriation Transfer Request (ATR) in the amount of $150,000 increasing the budget in subunit 62050, Health Emergency Preparedness, within budget subunit 5600B, Emergency Medical Services General Fund, for unanticipated grant revenue as the result of a regional project on behalf of the Association of Bay Area Health Officials (ABAHO).

BACKGROUND:
The ABAHO network gathers representatives together to discuss emerging public health issues as well as public health emergency preparedness matters. It leverages the expertise and resources of local health departments to foster regional public health advancement as well as facilitate communication and collaboration between neighboring counties. ABAHO has agreed to reimburse County costs up $150,000 for costs associated with improving the Multi-Agency Coordination Guide that governs Mutual Aid among the region.

DISCUSSION:
In light of recent wildfire disasters throughout California, ABAHO issued additional grant funds to improve the Multi-Agency Coordination Guide that governs Mutual Aid among the region and to facilitate decision making on medical, health policy, and allocation of scarce resources during emergencies that impact multiple jurisdictions. San Mateo County has given both staff resources as well as other operating resources to facilitate this project work.

This ATR request is late due to challenges in completing required processes necessary to finalize the project scope and funding.

FISCAL IMPACT:
