Adopt a resolution authorizing:

 

A)                     The President of the Board to execute an agreement with the City of Menlo Park in conjunction with their 2019 Street Resurfacing Project for the resurfacing of Bellair Way and Harkins Avenue within the County unincorporated limits of the West Menlo Park area in the amount of $229,740; and

 

B)                     The Director of Public Works to execute contract amendments to modify the County’s maximum fiscal obligation for payment to the City of Menlo Park up to a maximum aggregate amount not to exceed $25,000 above the $229,740 agreement amount.

BACKGROUND:

The City of Menlo Park (City) has coordinated with the Department to include the County’s portions of Bellair Way and Harkins Avenue, which are situated in the West Menlo Park area, in the City’s 2019 Street Resurfacing Project.

 

DISCUSSION:

On May 22, 2019, the City opened bids for their 2019 Street Resurfacing Project and subsequently determined the bid of O’Grady Paving Inc. to be the lowest responsible bid.  The bid items associated with the resurfacing of the portions of Bellair Way and Harkins Avenue within the County limits total is $191,450 and with a 10 percent contingency and 10 percent City of Menlo Park Administrative Fee, the not to exceed amount of the work and agreement is $229,740. 

 

The Director of Public Works recommends executing the agreement with the City for the County’s portions for Bellair Way and Harkins Avenue as the roads have shared jurisdictional responsibilities and collaborating on this work will reduce the overall schedule and cost for this type of work on these roads.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this Resolution will contribute to the Shared Vision 2025 outcome of a Livable Community by enabling the Department to coordinate with neighboring jurisdictions to expedite projects that improve and maintain the integrity of County infrastructure for the benefit of the public.

 

FISCAL IMPACT:

The total estimated cost for construction is $229,740, which includes authorization for up to $19,145 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents and $19,145 for City of Menlo Park Administrative Fee.

 

The total estimated Project cost of $229,740 is proposed to be financed by Road Mitigation Fees (South County).

 

There is no impact to the General Fund.
