BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District Two has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to San Mateo-Foster City Education Foundation (Foundation), and resulting grant agreement in an amount not to exceed $694,000 to provide a variety of library and STEM materials in San Mateo-Foster City School District (District) schools. The County Manager’s Office will administer and manage the proposed agreement.

The San Mateo-Foster City Education Foundation (Foundation) aims to provide every child the best education possible, filling in gaps due to the level of state education funding. The Foundation helps to provide a wide variety of educational opportunities to the diverse community of students, helping them achieve their full potential. In its effort to support the District’s educational needs, the Foundation has identified the following four projects that require additional funding:

1.                     Chromebooks for Next Generation Science Standards (NGSS) Implementation

The District is adopting science curriculum to support the implementation of the Next Generation Science Standards (NGSS) in the 2019-2020 school year. In order to properly engage with the NGSS curriculum, students should have many opportunities to utilize technology for research, access new information, and extend their learning. Adding one Chromebook cart per elementary and middle school will increase teacher and student access to technology for the implementation of the NGSS curriculum and materials. (Each Chromebook cart includes 1 Rolling Bretford Charging Cart, 36 Lenovo 300e 2nd Gen Chromebooks (EOL 2025), and 36 Google Chrome Licenses for Management.) The District needs 20 Chromebook carts. Each Chromebook cart costs $14,500, for a total cost of approximately $290,000.

2.                     Library Books for NGSS Implementation

Ensuring students have access to a collection of science books in school libraries that are new, relevant and engaging will enhance and support the District’s NGSS implementation. Students need books that reflect the newest research and that are engaging to read. The cost to furnish the District’s elementary and middle school libraries with a variety of age appropriate science books is $100,000.

3.                     Chromebooks at Title I Schools

Currently, the District has four Title I elementary school sites: Fiesta Gardens, LEAD, San Mateo Park, and Sunnybrae. The District would like to improve access to technology at these sites such that there is approximately one Chromebook cart for every two classrooms.  This ratio would enable students in all grades at the Title I schools to utilize technology for research, to access the new curriculum, and for extended learning. In order to achieve this 2:1 ratio of Chromebook carts in Title 1 schools, 12 additional Chromebook carts (each with the contents described in item 1, above) is required for a total cost of approximately $174,000.

4.                     Library Books for English Language Arts / English Language Development  Adoption

Two years ago, the District adopted new English Language Arts (ELA) and English Language Development (ELD) materials after using the previous curricula for 14 years. Adopting the new program cost $4 million, and due to the large cost, the District could not purchase all of the supplementary materials needed.  Some of the supplementary materials still needed are multiple copies of trade books to support Read Aloud, Small Group Instruction, and Independent Reading. All the elementary and middle schools are in need of these books for all grade levels. The cost for these materials is $100,000.

5.                     Library Books to Support Targeted Schools

There was an infusion of new library materials into the District elementary libraries four years ago.  In addition, during the current school year, the District added $2,000 in books related to diversity and inclusion to all elementary and middle school library bookshelves.  The Foundation and the District would like to continue to support robust, diverse and relevant school libraries at the following schools, where the need for refreshed books is more acute: North Shoreview, LEAD, Sunnybrae, Parkside, Bayside, and Abbott Libraries. The total to be funded is $30,000.

Total Measure K Request: Not to Exceed $694,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the library and STEM materials at San Mateo-Foster City School District schools contributes to the Shared Vision 2025 outcome of a Prosperous Community by fostering educational opportunities for children in San Mateo County.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget.
