BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to Aragon Music Boosters, and the resulting grant agreement in an amount not to exceed $43,250 to support the music program at Aragon High School. The County Manager’s Office will administer the proposed grant agreement.

 

Aragon Music Boosters develops, enriches, and promotes student development and self-expression through its support of musical learning at Aragon High School in San Mateo. It is a non-profit organization led by a team of parent volunteers.

 

Due to limited funding from the San Mateo Union High School District for the Aragon Music Program (Music Program), the current budget for the program is funded primarily by parent-organized fundraising. There is modest revenue from ticket sales and concessions at music events, but the vast majority of the funding comes from active fundraising efforts from parent volunteers. Additional funding is needed to make the program more robust and sustain its growth trajectory.

 

The Music Program funded by Aragon Music Boosters consists of more than nine classes, plus after-school groups. The offerings include: Wind Ensemble, Jazz, Concert, Chamber Orchestra, Acapella, and more.

 

The musical instruments receive a lot of wear and tear throughout the school year and new instruments are needed periodically. The Music Program works to maintain the existing stock, but the used instruments have a shorter and shorter shelf life, each year, which leads to higher maintenance costs.  Due to lack of sufficient funds, they have not been able to afford new instruments.

 

The Music Program has been growing as of late, with more and more incoming students participating. The majority of the student participants continue all 4 years of their high school tenure.

 

The following elements of the Music Program would be funded by this grant:

 

1.                     Instruments, Sheet Music, and Instrument Maintenance ($19,000) - Includes licensing fees associated with sheet music.

2.                     Music Festivals/Competitions ($14,750) - Includes registration fees for concert festivals and all-state festivals, bus transportation.

3.                     Specialty Music Clinicians ($9,500) - Coaches and experts in particular instruments (cellists, for example) who are brought in as independent contractors hired by the Music Program to enhance the music education of the students and support teachers in certain sections.

 

Total Measure K Request: Not to Exceed $43,250

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Aragon Music Boosters contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing educational opportunities to all residents.

 

FISCAL IMPACT:

There are sufficient Measure K funds budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget for this purpose.
