A)                     Dan Quigg, representing District 1, for a fourth term, for a period of four years, ending June 30, 2023; and

 

B)                     Michael Salazar, representing District 1, for second term, for a period of three years, ending June 30, 2022; and

 

C)                     Ken Chin, representing District 2, for a second term, for a period of three years, ending June 30, 2022; and

 

D)                     Sam Hutkins, representing District 2, for a third term, for a period of four years, ending June 30, 2023; and

 

E)                     David Burow, representing District 3, for second term, for a period of three years, ending June 30, 2022; and

 

F)                     Bob Grasilli, representing District 3, for an initial term, for a period of four years, ending June 30, 2023; and

BACKGROUND:

The Measure K Oversight Committee was established following the voters’ approval of the Measure A sales tax in 2012 to conduct an annual audit of the Measure A sales tax funds to ensure transparency of the Board of Supervisors approved expenditures. The name of the oversight committee has thus been changed to reflect the passage of Measure K in 2016, which extended the sales tax until 2043.

 

On February 26, 2019, the Board of Supervisors, upon the recommendation of the Measure K Oversight Committee, adopted a resolution authorizing an increase in term length of up to four years (or a maximum of twelve years) and staggering the terms of service such that the terms of members do not all expire in the same year. The proposed appointments and reappointments achieve that staggering.

 

DISCUSSION:

Dan Quigg, Michael Salazar, Ken Chin, Sam Hutkins, David Burow, Michael C. Kovalich, Manuel Ramirez, and Tinisch Hollins are being recommended for reappointments. Below are brief descriptions and backgrounds of the proposed new appointments to the Committee:

 

Bob Grassilli served 18 years as a City Councilmember on the San Carlos City Council, serving as Mayor again in his final year of 2018. He served for 6 years on the San Carlos Planning Commission and is a 30-year resident of San Carlos. Bob Grassilli has over 38 years of experience in the financial world, having met payrolls, interacted with unions, worked on real estate development agreements, and worked on insurance, legal, and personnel matters. He is a former Chairperson of the City and County Association of Governments. Bob Grassilli’s extensive political career, along with his financial expertise, will make him a valuable member of the Measure K Oversight Committee.

 

Wallace Moore is a resident of District 5 in Daly City, and has been selected by Supervisor David J. Canepa to fill the seat being vacated by District 5 representative Tom Ledda, whose term ends June 30, 2019. Mr. Wallace is a retired Labor Relations Consultant with the Internal Revenue Service in Oakland and is currently a Regional General Insurance Agent. He served as Vice President of the National Treasury Employees Union at the Internal Revenue Service. He has been involved in civic and community services as Planning Commissioner for the City of Daly City and was Chairman during the Junipero Serra Corridor construction. He served as two-term President of Daly City / Colma Democratic Club, representing the party as a convention delegate in California.

 

These appointments and reappointments contribute to the 2025 Shared Vision statement of a Collaborative Community. Our diverse population works well together to build strong communities, effective government and a prosperous economy, civic engagement - including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues - is uniformly high among the diverse population of San Mateo County.
