BACKGROUND:

On March 17, 2015, the Board of Supervisors adopted the Measure A allocation plan for the FY 2015-17 budget, which included district-specific funds and grants, divided equally among the Board districts, for organizations that submitted Letters of Intent that were not funded.

 

On April 28, 2015, Supervisorial District 3 requested $30,000 for FY 2015-16 and $30,000 for FY 2016-17 for the UC Cooperative Extension (UCCE) 4H Healthy Living Ambassadors (HLA) Program, for a total of $60,000.

 

On July 1, 2015, the Public Health, Policy and Planning (PHPP) Director entered into an agreement with the Regents of the University of California for $60,000 to support UC Cooperative Extension 4H Youth Development through the HLA program.

 

On August 8, 2017, your Board approved a two-year amendment with Regents of the University of California to support the UCCE program for $61,800 to continue providing the same level of services to San Mateo County residents that were provided during the previous agreement.

 

DISCUSSION:

The teen HLA program covers the basics of food cultivation, horticulture, nutrition, fitness, community leadership, child development, and instructional practices for teaching children healthy living skills while growing a school garden. While many school garden beds have been cultivated across the County, a shift in school resources and focus on classroom time at the local level have left many garden spaces without support. HLAs provide a youth-driven solution that not only emphasizes outdoor play and civic engagement, but also a meaningful effort to raise the standard of healthy living and connection to food sources in our community.

 

UCCE is a sole source provider of this resource in the County, largely due to its strong academic research ability and programmatic infrastructure. For these reasons, as well as UCCE’s successful performances in the past two years, PHPP is proposing to extend the agreement for an additional two years to continue providing agricultural education services to the residents of San Mateo County.

The resolution contains the County’s standard provision allowing amendment of County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.

 

The Contract Compliance Committee has approved a waiver request to amend the agreement for additional two more years. 

 

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by engaging with school sites across the County through the HLA program. It is anticipated that at least 25 teens will be enrolled in the HLA program that reaches 125 youth through program implementation.

FISCAL IMPACT:

The term of the amended agreement is July 1, 2015 through June 30, 2021. The amount of the agreement is not to exceed $186,409. This amendment increases the contract amount by $64,609. Funds in the amount of $31,827 are included in the PHPP FY 19-20 Recommended budget. Similar arrangements will be made in the future year. This amount of $64,609 will be funded by Measure K.
