Adopt a resolution waiving the Request for Proposals process, and authorizing an agreement with Capstone Turbine Corporation (Cal Microturbine) for the service, repair, and rebuild of the microturbines at the Youth Services Center for the term of June 1, 2019 through May 31, 2024, in an amount not to exceed $341,610.

BACKGROUND:
On October 23, 2018, your Board adopted Resolution No. 076243 replacing Regatta Solutions, Inc. as the service and repair provider to Cal Microturbine, the manufacturer of the microturbines at the Youth Services Center (YSC). Cal Microturbine has continued to provide the factory protection plan services and the existing agreement with Cal Microturbine has reached its term.

DISCUSSION:
The Department of Public Works (Department) is recommending to waive the request for proposal process and enter into an agreement with Cal Microturbine for the term of June 1, 2019 through May 31, 2024 in an amount not to exceed $341,610. Cal Microturbine is the only authorized provider of the factory protection services authorized by the original manufacturer in this region. Cal Microturbine has been successfully maintaining the equipment for the County since October 2018. Approval of this agreement will allow the County to continue uninterrupted essential services, such as heat and power, at the YSC campus facilities on a 24-hour basis.

County Counsel has reviewed and approved the resolution as to form.

Approval of this action contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by minimizing down time on the micro-turbine cogeneration system that achieves reductions in greenhouse gas emissions.
