Adopt a resolution authorizing:

 

A)                     The President of the Board to execute an agreement with Interstate Grading & Paving, Inc., for the reconstruction of A Street and Second (2nd) Avenue - Unincorporated Colma Area, in the amount of $661,660; and

 

B)                     The Director of Public Works to:

 

1.                     Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $66,166 or approximately 10 percent of the agreement amount; and

 

2.                     File a Notice of Exemption for a California Environmental Quality Act Categorical Exemption.

BACKGROUND:

On May 14, 2019, your Board adopted Resolution No. 076630, which approved a road project list to be funded by the Senate Bill 1 (SB1) Road Maintenance and Rehabilitation Account funds allocated in FY 2019-20. The Reconstruction of A Street and Second (2nd) Avenue is a project on the approved SB1 project list.

 

On May 14, 2019, your Board adopted Resolution No. 076626, which adopted plans and specifications, including conformance with prevailing wage scale requirements and calling for sealed bids for the above-mentioned project.

 

DISCUSSION:

On Thursday, June 13, 2019, bids were accepted for this project and subsequently referred to Public Works for checking and recommendation.  The bid of:

 

Interstate Grading & Paving, Inc.

128 South Maple Ave

South San Francisco, CA 94080

 

at $661,660 was the lowest responsible bid received for the work.  The Engineer’s estimate was $604,000.  A summary of the bids received is attached as Exhibit “A”.

 

Department staff has determined that this project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that repair and maintenance of existing streets and highways is exempt from review.  We request your authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this project.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The total estimated cost for construction is $727,826, which includes authorization for up to $66,166 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.

 

The project is proposed to be financed as follows:

 

Senate Bill 1 Road Maintenance and

Rehabilitation Account (SB 1)                     $198,687.11

Half Cent Transportation Fund                     $350,000.00

Road Mitigation Fees (North County)                     $166,838.89

North San Mateo County Sanitation District*                     $    7,500.00

California Water Service Company*                     $    4,800.00

* Resolution No. 064550 executed by your Board on June 19, 2001 authorizes the Director of Public Works to enter into agreements with special districts and utility companies for work less than $50,000 proposed to be done in conjunction with County road projects.

 

Reimbursement for the cost of performing work for the North San Mateo County Sanitation District and California Water Service Company will be through individual agreements with utility companies.

 

There is no impact to the General Fund.
