BACKGROUND:

On June 28, 2016, your Board approved an agreement with Child Care Coordinating Council (4Cs) to administer the state and federally funded California Alternative Placement Program (CAPP) and federally funded Title IV-E foster care on behalf of the Human Services Agency (HSA) for any child who has an open child welfare case plan with Children and Family Services (CFS). The administration of the CAPP and Title IV-E programs by 4Cs has streamlined child care services in San Mateo County for families who are eligible to enroll and receive payment for child care.

 

DISCUSSION:

HSA would like to enter into two, three (3) year agreements with 4Cs to continue assessing children’s developmental needs with their expertise. This contractual relationship has proven instrumental in providing families with timely placements into appropriate child care facilities in accordance with CAPP and Title IV-E regulations and funding terms. Their administration of the different programs has helped families find the appropriate funding source that best match their childcare needs.

 

HSA is requesting that the Board of Supervisors waive the Request for Proposals (RFP) process as 4Cs is a sole provider in San Mateo County per the State Department of Education.

 

Under the previous agreement for the administration of both CAPP and Title IV-E by 4Cs, approximately 262 families and 369 children were served.

 

By re-awarding these programs to 4Cs, families in San Mateo County will benefit by receiving child care services in a timely and efficient manner. 

 

County Counsel has reviewed and approved the agreement and resolution as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in aggregate.

 

This agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing child care services that promote protective factors for children who have an open child welfare case plan with CFS. It is anticipated that 100% of CFS child care cases will have the yearly re-certification completed in five working days prior to their eligibility period end date to prevent any lapse in child care service provision, allowing the child to remain in stable placement.

FISCAL IMPACT:

The term of these agreements is from July 1, 2019 through June 30, 2022. The CAPP services under this agreement is funded with $2,769,456 of annual State and Federal CAPP allocation and $230,544 County General Funds. The Title IV-E services under this agreement is funded with $375,000 of Federal Title IV-E funding and $375,000 County General Funds. Appropriation for these agreements were included in the FY 2019-21 Preliminary Recommended Budgets and will be included in the FY 2021-22 Recommended Budget.
