BACKGROUND:
Launched in September 2017, DUI Court is a collaboration with the San Mateo County Superior Court, District Attorney's Office, Private Defender Program, Behavioral Health and Recovery Services (Alcohol and Other Drugs) and the Probation Department. The purpose of DUI Court is to reduce repeat alcohol-related incidents, accidents, injuries and death.
In April 2017, the Probation Department completed a Request for Quotes (RFQ) process and selected SCRAM of California Inc. as the vendor to provide CAM services for adult probationers in the DUI Court Program.
Third time offenders are required to wear a CAM device upon release from custody, with certain second-time offenders placed on CAM as well. The SCRAM CAM ankle bracelet is attached to the offender with a durable and anti-tamper strap. It is worn 24/7 by the offender and measures alcohol content by sampling the insensible (gaseous) perspiration constantly being emitted from the body.
In recent months, there are between 40 and 60 DUI Court adult probationers per month on CAM, both county-paid and participant-paid. Probationers participate in the program for an average of 125 days.
