BACKGROUND:
Behavioral Health and Recovery Services (BHRS), as a first tier, downstream delegated entity of the Health Plan of San Mateo (HPSM) for the provision of Medi-Cal Services for the mild to moderately mentally ill, is required to maintain a Private Provider Network (PPN). Moreover, BHRS is obligated to provide services throughout the county that are geographically and culturally accessible, and to make available the range of specialty clinical services that are needed by County clients. Mental Research Institute (MRI) has been a contracted provider in BHRS' PPN for mild to moderate mental health services since 2003.

DISCUSSION:
In 2018, BHRS entered into an agreement with MRI for managed care service. MRI recently informed BHRS that they will be closing in August 2019 and will no longer provide services after that date. Therefore, this amendment is necessary to extend the agreement, allowing MRI enough time to either transition clients out of therapy or to another provider. The maximum amount also needs to be increased to cover the costs for the additional months.

This amendment is exempt from the County's Request for Proposals (RFP) because under the B-1 Administrative Memorandum, the selection of private mental health therapists for BHRS is exempt from the RFP process.
