BACKGROUND:

The Children and Family Resource Centers (CFRCs) provide school-based mental health services that focus on children with behavioral issues and who are at-risk of entering into systems that include: child welfare, juvenile justice, and psychiatric emergency services. StarVista will provide prevention services through six Spanish-speaking, bilingual clinicians based at schools within the following districts: Daly City, San Bruno, Pacifica, Ravenswood (East Palo Alto), South San Francisco, and San Mateo. 

 

The County conducted a Request for Proposals in April 2019.  StarVista was the only provider that submitted a Request for Proposal for these services.  StarVista was awarded based on its experience and expertise in providing mental health, therapy and counseling services, and school-based programs to at-youth risk.

 

DISCUSSION:

StarVista will provide clinical staff that will screen children for risk factors and other issues that impact social and emotional functioning in the home and school setting and will create a treatment plan based on assessed needs. Children and families will receive short-term, evidence-based treatment and therapy to assist in meeting treatment plan goals and prevent entry into higher-levels of care such as child welfare, juvenile justice, and psychiatric emergency.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

County Counsel has reviewed and approved the agreement and resolution as to form.

 

The agreement with StarVista will contribute to the Shared Vision 2025 outcome of a Prosperous Community by providing resources to assist the County’s low-income and underserved residents by increasing the availability and accessibility of early intervention clinical services for at-risk children with behavioral issues. It is anticipated that approximately 950 (unduplicated) children will be served at the CFRCs and 85% of children with treatment plans will demonstrate improvement in one or more areas of concern as shown by attainment of treatment plan goal(s).

FISCAL IMPACT:

The term of this Agreement is July 1, 2019 to June 30, 2020. The amount of obligation for this Agreement is $639,770 and will be funded 100% by Measure K Sales and Use Tax revenue. Funds have been included in the FY2019-20 Recommended Budget.
