Adopt a resolution authorizing the Controller to continue payments on certain County Health contracts from July 1, 2019 through September 30, 2019.

BACKGROUND:
San Mateo County Health has a number of contracts for services that will expire on or before June 30, 2019 and the renegotiation of these contracts is pending completion. These contracts, listed in Attachment A to the resolution, will be submitted as new agreements or for extensions by the end of September 2019.
DISCUSSION:
To ensure continued provision of the contracted services during the interim period between July 1, 2019 and September 30, 2019, County Health requests that the Board of Supervisors authorize the Controller to continue to make payments under these contracts listed on Attachment A to the resolution at the existing rates through September 30, 2019. This resolution allows payments to contractors who provide necessary services in a timely fashion and will allow County Health time needed to complete negotiations for new contracts. For all agreements subject to this resolution, all the terms and conditions of each agreement, including with respect to payment rates, shall remain in effect during the time period authorized by this resolution.
The contracts included in the resolution from Behavioral Health and Recovery Services typically include a monthly advanced payment for the fixed flat rate of the portion of the provider’s contract that is paid out in one-twelfth increments of the annual rate. Inclusion of such contracts in Attachment A to the resolution authorizes the Controller to make these regular monthly payments beyond June 30, 2019. We expect to bring most of these contracts to your Board in July.
The contracts included in the resolution from Public Health, Policy, and Planning provide continued funding of programs for the STD/AIDS programs, funded through the City and County of San Francisco, and the contracts for Tuberculosis Civil Detention Programs, funded through the State of California. Neither the City and County of San Francisco, nor the State of California have provided final confirmation of the amount of funding they will receive to pass through the Public Health Programs.
The contracts included in the resolution from San Mateo Medical Center are agreements for services and providers that are currently in negotiations and are expected to be brought to the Board at the August 6th meeting.
The resolution has been reviewed and approved by County Counsel as to form.
Approval of this resolution contributes to the Shared Vision 2025 outcome of a Healthy Community by enabling County Health to continue to provide a continuity of services to the community until final negotiations can be completed.
FISCAL IMPACT:
Funds for the annual costs of these contracts have been included in County Health FY 2019-20 Recommended Budget.
