BACKGROUND:

On April 25, 2017, your Board by Resolution No. 075164 approved an agreement with Community Overcoming Relationship Abuse (CORA) to provide emergency shelter-based services for victims and survivors of domestic violence and their children for the term of July 1, 2017 through June 30, 2019 in a total amount not to exceed $180,000.

 

CORA’s emergency shelters are part of the agency’s overall effort to progressively engage clients at risk of homelessness. CORA’s safe houses (emergency shelters) provide victims and survivors of domestic violence and their children with a confidential and safe living environment for up to six months. CORA is the only domestic violence organization in San Mateo County solely dedicated to providing comprehensive domestic violence services.

 

DISCUSSION:

CORA works collaboratively with the Human Services Agency (HSA) in providing services to victims of domestic violence. CORA’s services include emergency shelter, transitional housing, counseling education programs, legal assistance, community outreach services, and a crisis hotline. These services are free and confidential for victims of domestic violence in San Mateo County and are an integral component of HSA’s mission to promote self-sufficiency. This agreement is necessary for providing the funding of emergency shelters for survivors of domestic violence and their children. HSA is submitting for approval of an amendment that will extend the term through June 30, 2021 and increase the current agreement by $180,000 for a new total amount not to exceed $360,000.

 

The amendment and Resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in aggregate.

 

This amendment contributes to the Shared Vision 2025 outcome of Prosperous Community by providing victims and survivors of domestic violence and their children with a confidential and safe living environment. It is expected that under this contract, CORA will serve 200 unduplicated clients. It is anticipated that 95% of callers to CORA’s 24-hour crisis hotline will report understanding the full scope of the resources and services available and 70% of clients served will exit to permanent housing.

FISCAL IMPACT:

The term of this amended agreement is July 1, 2017 through June 30, 2021. The total amount of the agreement is being increased by $180,000 to a new total amount not to exceed $360,000. This amended agreement is funded with marriage license receipts and cost recovery is through the Marriage License Trust Fund. Budgetary appropriation of this obligation will be included in the FY 2019-20 and the FY 2020-21 Recommended Budgets. There is no General Fund Net County Cost associated with this amended agreement.
