Adopt a resolution authorizing an agreement with David Jegge, MD to provide general surgery services for the term of July 1, 2019 through June 30, 2022, in an amount not to exceed $1,080,000.

BACKGROUND:
For the past 14 years David Jegge, MD has provided general surgery services at San Mateo Medical Center (SMMC).
DISCUSSION:
SMMC has an ongoing need for general surgery services and Dr. Jegge will continue to perform one half-day of surgery clinic block per week, one additional half-day of surgery block during the fourth week of each month, and general surgery call coverage. Services include inpatient, ambulatory, and Emergency Department consults, as well as all follow-ups from phone (including operative cases).
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing County residents with access to general surgery services. It is anticipated that 100 percent of all general surgery services provided will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations, which will result in the reduced risk of healthcare-associated infections.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2022. The amount of the agreement is not to exceed $1,080,000 for the three-year term. Funds in the amount of $360,000 are included in the SMMC FY 2019-20 Recommended Budget. Similar arrangements will be made for future years.
This contract’s payment provisions differ from that of the previous contract. Specifically, there is a 6% increase in compensation per year, due to increased rates published in the 2018 Medical Group Management Association Provider Compensation and Production Report, a tool SMMC uses to benchmark physician contract compensation.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC, and is within the existing annual appropriation.
