BACKGROUND:

San Mateo County is responsible for providing necessary medical care to its medically indigent population. This includes services for oncology disorders and the management and supervision of those services. The County’s need for these services is increasing due to the aging of its patient population.

 

DISCUSSION:
Dr. Bedi will provide inpatient hematology and oncology consults, in addition to clinical services and clinical management of the infusion center, thus improving referral pathways from primary care to specialists. Dr. Bedi will also serve as the Medical Director of Hematology and Oncology and will provide call coverage.

 

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).


The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing San Mateo County residents access to hematology and oncology services. It is anticipated that outside referrals will reduce by 20 percent for hematology and oncology services.

FISCAL IMPACT:

The term of the agreement is July 1, 2019 through June 30, 2020. The amount of the agreement is not to exceed $560,000 for the 1-year term. Funds in the amount of $560,000 are included in the SMMC FY 2019-20 Recommended Budget.

 

This contract’s payment provisions differ from that of the previous contact. Specifically, there is a 5% increase, due to higher 2018 rates published by the 2018 Medical Group Management Association, which SMMC uses to benchmark its physician contract compensation. Dr. Bedi is also assuming additional responsibilities of Medical Director and call coverage.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
