BACKGROUND:
On July 1, 2016, this Board approved an Agreement (#18000-17-R074577) with SunGard Public Sector, LLC (SunGard) for the provision of Application Service Provider (ASP) services for ONESolution Financial and Administration Solution (ONESolution) services. The initial term of the Agreement was from July 1, 2016 through June 30, 2019, with an option exercisable at the County’s sole discretion to extend the term through June 30, 2021. On August 23, 2016, the County and SunGard executed a First Amendment to the Agreement to increase the total amount payable under the Agreement by $11,293.87 (together with the Agreement, the “Agreement as Amended”).
ONESolution is the County’s financial accounting software. This software is utilized by Countywide departments for daily financial and accounting processes. ONESolution is a crucial application system for the County’s business operation. The County requires continued application service provider and maintenance services for the County’s financial accounting software. As ONESolution is a proprietary software, this unique service is available only from Superion, LLC, which acquired SunGard since the Agreement was first executed.
DISCUSSION:
The Controller has been satisfied with the services provided by Superion, LLC over the past three years. Therefore, the Controller’s Office recognizes the need to extend application service provider and maintenance services to continue using ONESolution. The Agreement with Superion, LLC expires on June 30, 2019, and the Controller recommends that the County exercise its option to extend the term of the Agreement for two additional years through June 30, 2021.
In addition to the services and payments provided in the Agreement as amended, the Parties wish to include up to twenty-four (24) total hours of on demand development services from Superion to be billed at the rate of $200 per hour, and one hour of project management service at the rate of $320 per hour for a total amount not to exceed $5,120 for the remainder of the term. Services fees are due monthly as incurred. These professional services are outside of the regular maintenance and support and are including, but not limited to: design, development, configuration, and setup of new workflow models, new modules, and new processing utilities.
The Controller also requests that this Board authorize the Controller or designee to execute subsequent amendments to the agreement which do not exceed an aggregate of $25,000.
County Counsel has reviewed and approved the resolution as to form.
This agreement contributes to the Shared Vision 2025 outcome of a Collaborative Community by approaching issues with fiscal accountability and concerns for future impacts.

FISCAL IMPACT:
The term of this agreement shall be through June 30, 2021 for an amount not to exceed $1,083,359.82. Funding for this contract will come from OFAS Shared Pool.
