Adopt a resolution authorizing the Director of the Project Development Unit (PDU) or designee to execute an amendment to the agreement with Sage Renewable Energy Consulting, Inc., increasing the amount by $200,000 for a new not-to-exceed amount of $256,692.

BACKGROUND:
In January 2017, the PDU was formed to oversee and manage ground up construction performed by the County of San Mateo. Multiple large County capital projects are underway which will require intensified operations for several years. The PDU requires substantial support from specialized consultants, including renewable energy consultants, to appropriately manage these critical and complex projects.
DISCUSSION:
On October 18, 2017, the County entered into an agreement with Sage Renewable Energy Consulting, Inc. (Sage) in an amount not-to-exceed $50,000 for renewable energy consulting services. On October 8, 2018, the agreement with Sage was increased by $6,692. Services provided by Sage have included support for the update to the Zero Net Energy (ZNE) and Green Building policies, and the Draft Request for Proposal for the Power Purchase Agreement for the new County capital projects.
The PDU seeks authorization for a $200,000 increase in the Sage renewable energy consulting agreement. The increased authorization will cover the cost of ongoing and anticipated work for the current County capital projects, including but not limited to County Office Building 3, Parking Structure 2, Cordilleras Health Campus, San Mateo County Health Campus, and South San Francisco Health Campus.
Sage has provided excellent, efficient, and cost-effective service to the County. Based on their positive performance, the ongoing work underway, and the importance of a reliable and responsive environmental consultant that is thoroughly familiar with County green building, ZNE, and other environmental policies, practices, and goals, it is in the best interest of the County of San Mateo to continue working with Sage and to waive the formal RFP process in order to secure continued retention.
County Counsel has reviewed and approved the resolution as to form.
Approval of these actions will contribute to the Shared Vision 2025 outcome of a Collaborative and Safe Community by advancing major County capital projects and environmental initiatives and practices.
FISCAL IMPACT:
There is no Net County Cost. Appropriations for this agreement were included in the FY 2017-18 and 2018-19 Adopted Budgets.
