BACKGROUND:

In January 2017, the Project Development Unit (PDU) was formed to oversee and manage ground up construction performed by the County of San Mateo.  Multiple large County capital projects are underway which will require intensified PDU operations for several years. The PDU requires substantial support from specialized consultants, including geotechnical engineering consultants, to appropriately manage these critical and complex projects.  Geotechnical consultants provide services that include, inter alia, geohazards investigation, geotechnical/seismic investigation, soils testing, foundation design review, and geotechnical construction observation.

 

DISCUSSION:

Following a Request for Proposals, the County selected Engeo as a provider of on-call geotechnical engineering consulting services.  On October 17, 2017, this Board authorized an agreement with Engeo in an amount not-to-exceed $600,000. Engeo has been utilized for the County Office Building 3, Parking Structure 2, Cordilleras Health Campus, Pescadero Fire Station, and Animal Shelter projects.  Task orders that include the scope of work and not-to-exceed amount have been issued in an amount that approaches $600,000.  This amendment will cover the cost of ongoing and anticipated work for the County’s current capital projects including, but not limited, to County Office Building 3, Parking Structure 2, Cordilleras Health Campus, and Pescadero Fire Station.

 

Engeo’s performance for PDU-related projects has been exemplary and at a reasonable cost.  Based on the positive performance of Engeo, the ongoing work underway, the strong working relationships, the importance of having a reliable and responsive geotechnical consultant, and Engeo’s initial selection pursuant to competitive RFP, it is in the best interest of the County of San Mateo to continue working with Engeo and to waive any further RFP.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of the amendment to the on-call geotechnical engineering agreement with Engeo contributes to the Shared Vision 2025 outcome of Collaborative and Safe Community by advancing major County capital projects.

 

FISCAL IMPACT:

The value of the amendment is $900,000. Sufficient appropriations are included FY 2018-19 Adopted Budget to accommodate ongoing costs, and appropriate amounts are included in the FY 2019-21 Recommended Budget. There is no additional Net County Cost.
