Adopt a resolution authorizing an agreement with San Francisco Lithotripsy Group, LLC to provide portable lithotripsy equipment and support personnel, for the term of July 1, 2019 through June 30, 2022, in an amount not to exceed $450,000.

BACKGROUND:
San Francisco Lithotripsy Group, LLC (SF Lithotripsy) is the only local vendor that provides portable rental lithotripsy equipment and support personnel. SF Lithotripsy has been providing equipment and service to San Mateo Medical Center (SMMC) since 2008.
DISCUSSION:
The rental of lithotripsy equipment allows SMMC’s patients to receive onsite treatment within 24 hours of the diagnosis of a kidney stone. This agreement is needed to pay for the lithotripsy equipment rental and support personnel.
SMMC is requesting that your Board waive the requirement for the Request for Proposals process because SF Lithotripsy is the sole provider of portable rental lithotripsy equipment and support personnel in the area.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
This agreement contributes to the Shared Vision 2025 of a Healthy community by providing access to lithotripsy treatment for patients at SMMC. It is anticipated that 100 percent of all patients diagnosed with kidney stones will receive lithotripsy treatment within 24 hours of a diagnosis.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2022. The amount of the agreement is not to exceed $450,000 for the three-year term. Funds in the amount of $150,000 are included in the SMMC FY 2019-20 Recommended Budget. Similar arrangements will be made for future years.
The payment provisions and levels of service in this agreement are essentially the same as the prior contract.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC, and is within the existing annual appropriation.
