BACKGROUND:

For over 20 years, Our Common Ground, Inc. (OCG) has provided substance use disorder outpatient and residential treatment services and recovery housing to San Mateo County adults with substance use problems. OCG’s treatment approach follows a strength-based, modified therapeutic community model, which values relationships and views clients in light of their competencies, rather than their deficiencies. Success is based upon individual progress in treatment, while concentrating on academic and vocational pursuits.

 

On December 4, 2018, your Board approved an agreement with OCG for substance use disorder residential treatment services under the Drug Medi-Cal Organized Delivery System (DMC-ODS), for the term July 1, 2018 through June 30, 2019, in an amount not to exceed $2,981,901.

 

DISCUSSION:

Through the DMC-ODS waiver, OCG continues to provide outpatient and residential treatment services to adult county residents. Services include individual therapy, individual counseling, group therapy, anger management, family therapy, room and board, and additional services that were not available prior to the waiver.

 

It is now necessary to amend this agreement to add $477,908 for an interim DMC-ODS cost report settlement. Behavioral Health and Recovery Services (BHRS) is collecting FY 2017-18 cost report data to submit to Department of Health Care Services (DHCS) for services provided under the DMC-ODS. Once the DHCS FY 2017-18 cost settlement with BHRS for DMC-ODS has been completed with all audit findings incorporated, BHRS will determine if OCG will receive further payment or refund BHRS for a possible overpayment for services rendered in FY 2017-18 as a result of the final audited cost settlement. 

 

The agreement and resolution have been reviewed and approved by County Counsel as to form. 

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the county. Successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care. It is anticipated that 64 percent of clients will achieve a successful treatment discharge.

FISCAL IMPACT:

The term of the agreement is July 1, 2018 through June 30, 2019. The amount of the amended agreement is not to exceed $3,459,809. The amendment increases the contract maximum by $477,908 and is included in the BHRS FY 2018-19 Adopted Budget. Of this increase, $359,683 is funded by Medi-Cal FFP and $118,225 is funded by Realignment.
