BACKGROUND:

San Mateo County residents face some of the highest housing and cost of living expenses in the country.  Many low- and moderate-income households struggle to afford their basic needs. In addition to housing costs, individuals and families must provide for everyday expenses such as apparel, transportation, child care and medical costs which consumes a large portion of their income, so community-based food services are a critical part of the safety net.

 

Second Harvest Food Bank is the single largest non-governmental source of food for low-income residents of San Mateo County.

 

DISCUSSION:

Second Harvest Food Bank provides healthy groceries and meals to low-income residents in San Mateo County.  Second Harvest Food Bank distributes food through their pantry and grocery programs and provides meals through partner agencies such as soup kitchens, shelters, and rehabilitation and residential programs. Second Harvest Food Bank programs serve residents who have incomes below 275% of the Federal Poverty Level.

 

Second Harvest Food Bank partners with many community-based organizations to distribute food and recruits and trains volunteers to assist with delivery and distribution of food. Services provided by Second Harvest Food Bank improve the overall health of low-income individuals and families throughout San Mateo County.

 

The Human Services Agency is requesting a waiver of the Request for Proposals process. Second Harvest Food Bank is the only provider of its type.  While smaller food pantries offer services to their local communities, Second Harvest Food Bank serves the entire San Mateo County region, provides food to many of the smaller local pantries, and has specialized programs to meet the needs of low income populations.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25.000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

This agreement contributes to Shared Vision 2025 outcome of a Prosperous Community by helping low-income individuals and families meet their basic needs. It is anticipated that Second Harvest Food Bank will distribute 16.7 million pounds of food annually and that it will increase its grocery distribution frequency over the course of the agreement.

FISCAL IMPACT:

This agreement is funded 100% with Net County Cost. Budgetary appropriation for this agreement will be included in the 2019-20 Recommended Budget and in all subsequent budgets that apply.
