BACKGROUND:

The Moss Beach Playground (“Playground”), which is located within the Moss Beach Park (“Park”), was built in 2004 by a community-led non-profit and local residents.

In December 2013, the County of San Mateo (“County”) accepted the Park into the San Mateo County Parks system, and became responsible for its on-going operation and maintenance. Following acceptance of the Park, the County made some improvements, including installing prefabricated restrooms and an accessible path of travel to the Playground. No other significant improvements have been made.

DISCUSSION:

The average lifespan of a commercial playground is approximately 15 years. Therefore, the Playground has reached the end of its projected useful life.  Furthermore, because the original playground was installed without cement footings, anchors, or foundations, and because the composite lumbers originally used are no longer commercially available, the Department recommends completely replacing the Playground.

An on-line survey and informational signs posted at the Park solicited feedback from the public regarding desired playground structures and features. In total, 169 responses were received. A presentation was also made to the Midcoast Community Council on March 27, 2019. Parks staff used this community input, among other things, to choose the look, feel, and design of the proposed playground. A rendering of the proposed playground is attached as Exhibit A.

The proposed playground will add additional play features, improve accessibility, maintain the coastal theme of the Park, and improve sightlines throughout the Park. Proposed play features include a crow’s nest with a large tube slide, a shipwreck, a lighthouse, hand rings, rainbow samba drums, hop rocks, shark fins, a talk tube, and harbor seal play structures. The design includes a tot area for young children as well as an area for children ages five to 12, along with standalone features designed to allow for continuous play.

The Parks Department recommends that your Board approve the Department’s waiver of the competitive solicitation process for these agreements under the County’s sole-source exemption.  Miracle Playsystems and Climbrock LLC are the only providers of playground equipment that both (1) meets the desired look and feel preferred by the community, and (2) provides critical maintenance, safety, and ADA accessibility features.

County Counsel has reviewed and approved the resolution and agreements as to form.

Approval of these agreements contributes to the Shared Vision 2025 outcome of a Livable and Healthy Community by enhancing public access to the outdoor play area at the Park.

FISCAL IMPACT:

The not-to-exceed amount for the agreement with Miracle Playsystems is $286,600.48, and the not-to-exceed amount for the agreement with Climbrock LLC is $73,522.70. The total not-to-exceed amount for the agreements is $360,123.18, and sufficient Measure K funds are included in the Department’s FY 2018-19 Adopted Budget and will be included in future budgets for this playground improvement.
