BACKGROUND:

The Housing Authority of the County of San Mateo (“HACSM”) provides rental subsidies to low-income families in San Mateo County through the administration of Moving To Work and other rental assistance programs such as the Permanent Supportive Housing (“PSH”) program.

 

Through the Continuum of Care collaborative (“COC”), HACSM receives funding from the U.S. Department of Housing and Urban Development (“HUD”) to provide rental assistance and supportive services for PSH-eligible individuals and families. To be eligible for the PSH program, applicants with disabilities must have experienced long-term chronic homelessness as defined by HUD. All potential program participants must be evaluated by and referred to HACSM through San Mateo County’s Coordinated Entry System.

 

DISCUSSION:

HACSM administers approximately $10 million in federal COC funding for 315 PSH homeless individuals and families with disabilities. In March 2019, HACSM issued a Request for Proposals to solicit proposals from interested and qualified service providers to provide case management services for 125 PSH households.  Providers were asked to demonstrate their capacity to expand, if needed, and their expertise in case management, service referrals and linkages, life skills training, housing counseling and working with property owners to resolve tenancy-related issues with the focus of keeping the PSH household stably housed.

 

HACSM received one proposal from the Mental Health Association of San Mateo County (“MHA”).  HACSM has a longstanding partnership with MHA and is eager to continue this partnership with current and future funding.  MHA has been working closely with the San Mateo County Homeless Outreach Teams in identifying the target population and coordinating services to ensure PSH clients receive the necessary support to remain housed. With the certainty of PSH funding for the foreseeable future, HACSM is proposing to enter into a three-year agreement with MHA, with an option to renew for two additional years. 

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this Resolution contributes to the Shared Vision 2025 outcome of a Livable Community by enabling HACSM to provide housing subsidy to low-income households.

 

FISCAL IMPACT:

There is no net County cost associated with this action. HACSM is funded 100 percent by HUD for the PSH program.
