BACKGROUND:
The Ravenswood Bay Trail Connection Project ("Project") will complete a 0.6-mile gap in the San Francisco Bay Trail between University Avenue and Cooley Landing in the City of East Palo Alto. The Project's boundaries are shown on Exhibit A attached. Once completed, this trail segment will open approximately 80 miles of continuous Bay Trail to the public.

The Project aims to provide easily accessible recreational opportunities for residents of the cities of East Palo Alto and Menlo Park and outdoor enthusiasts, including hikers, joggers, and bicyclists. It will offer a setting for wildlife viewing and environmental education and increase public respect and appreciation for the San Francisco Bay. Lastly, it will create an important transportation benefit by providing a commute alternative for nearby residents and workers.

DISCUSSION:
On September 1, 2015, your Board adopted Resolution No. 073994, which authorized the execution of a funding agreement with the Midpeninsula Regional Open Space District ("MROSD") for the design, permitting, and construction of the Project. The agreement had a term of September 1, 2015, through June 30, 2017, and was for an amount not to exceed $1,000,000.
