BACKGROUND:
On February 27, 2018, by Resolution No. 075752, this Board approved the County's System Improvement Plan ("SIP") and executed a Notice of Intent authorizing the Human Services Agency to administer the Child Abuse Prevention, Intervention and Treatment ("CAPIT"), Community-Based Child Abuse Prevention ("CBCAP") and Promoting Safe and Stable Families ("PSSF") funds. The SIP is an operational agreement between the County of San Mateo and the State of California outlining how the County will improve child welfare services and provide better outcomes affecting the lives of children, youth, and their families. The term of the SIP is from March 5, 2018 through March 23, 2023. The SIP, a component of the California Child and Family Services Review, mandated under Assembly Bill 636, identifies specific strategies related to child abuse prevention, which includes the delivery of parent education and short-term clinical services.
On February 27, 2018, by Resolution No. 075930, this Board authorized an agreement with StarVista for child abuse prevention services for the term of July 1, 2018 through June 30, 2019, for a total amount not to exceed $250,000.

DISCUSSION:
