BACKGROUND:

On August 7, 2018, your Board approved an agreement with The Latino Commission (TLC) for outpatient and residential substance use disorder treatment and recovery services, as well as transitional housing services. Services include assessment, recovery or treatment planning, individual and group counseling, and case management.

 

In April 2019, Behavioral Health and Recovery Services conducted a search for alcohol and other drug (AOD) prevention services and received quotes from three organizations. Of the three organizations, TLC is the only organization trained on the curricula and was selected to provide these prevention services.

 

DISCUSSION:

TLC will continue to provide expanded outpatient and residential substance use disorder treatment services for men, women, and young mothers with children. Services include assessment, recovery or treatment planning, psycho-education, process and support groups, individual counseling, case management, financial coaching, and additional services that were not available prior to the waiver.

 

Through this amendment, TLC will participate in county-wide efforts to reduce the impact of AOD through prevention education and collaboration with partners (residents, community organizations, government, health providers, law enforcement, businesses, faith leaders, etc.). TLC will advocate for policies and/or research of policies and continued capacity building through professional development.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form. 

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services, such as community capacity building through AOD prevention activities. It is anticipated that 84 percent of training evaluations by participants will show an increased understanding of the health impacts of alcohol, tobacco, and other drugs.

FISCAL IMPACT:

The term of the agreement is July 1, 2018 through June 30, 2019. The amount of the amended agreement is not to exceed $1,083,205. The amendment increases the contract maximum by $44,480 and is included in the BHRS FY 2018-19 Adopted Budget. One-hundred percent of the increase is funded by the Substance Abuse Block Grant.
