Adopt a resolution authorizing an agreement with HealthRIGHT 360 to provide primary care services at the Cordilleras Medical Health and Rehabilitation Center, for the term of July 1, 2019 through June 30, 2021, in an amount not to exceed $500,000.

BACKGROUND:
Behavioral Health and Recovery Services (BHRS) operates Cordilleras Mental Health Center (CMHC), a mental health rehabilitation center, through Telecare Corporation. BHRS currently partners with San Mateo Medical Center (SMMC) to provide primary care health services for clients at Cordilleras. In February 2019, BHRS issued a Request for Quotes for a contractor to provide primary care services and oversight of an attending physician for CMHC.
DISCUSSION:
HealthRight 360 (HealthRight) was chosen, through the above process, to provide these primary care services at Cordilleras due to its demonstrated ability and willingness to partner to provide an integrated approach of providing mental health services. In addition, HealthRight offered the lowest price to provide these services.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing clients at Cordilleras with an integrated health care approach for mental health services. It is anticipated that 60 percent of patients will receive a colorectal or cervical cancer screening during the first year of the agreement’s term.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2021. The amount of the agreement is not to exceed $500,000 for the two-year term. Funds in the amount of $250,000 are included in the SMMC FY 2019-20 Recommended Budget. Similar arrangements will be made for future years.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC and are within the existing annual appropriation.
