Adopt a resolution:

 

A)                     Adopting plans and specifications, including conformance with Federal prevailing wage scale requirements, for the Resurfacing of Canada Road and Edgewood Road; and

 

B)                     Authorizing the President of the Board to execute an agreement with Interstate Grading and Paving, Inc., in the amount of $807,435 for the Resurfacing of Canada Road and Edgewood Road; and

 

C)                     Authorizing the Director of Public Works to:

 

1.                     Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $80,750, or approximately 10 percent of the agreement amount; and

 

2.                     File a Notice of Exemption for a California Environmental Quality Act Categorical Exemption.

BACKGROUND:

The City/County Association of Governments (C/CAG) is the Congestion Management Agency for the County of San Mateo and administers federal funding available through the Metropolitan Transportation Commission (MTC). C/CAG informed the Department of Public Works (Department) that the County is eligible to apply for federal funding pursuant to MTC’s One Bay Area Grant 2 (OBAG) Federal Aid Secondary Shares Continuation Program (Program) in the amount of approximately $892,000 for design and construction costs.

 

On February 28, 2017, your Board adopted Resolution No. 075065, which authorized the Director of Public Works, or his designee, to file an application for funding assigned to the MTC, committing any necessary matching funds, and stating assurance to complete the Canada Road Resurfacing Project.

 

On September 12, 2017, your Board adopted Resolution No. 075442, which authorized the Director of Public Works, or his designee, to file an application for funding assigned to the MTC, committing any necessary matching funds, and stating assurance to complete the Edgewood Road Resurfacing Project.

 

On March 26, 2019, your Board adopted Resolution No. 076510, which “streamlined” the bid process for projects to be constructed during the 2019 construction season.

The Resurfacing of Canada Road and Edgewood Road is on the list of 2019 streamlined projects that are maintenance-type projects that do not have long lead times for design, are not considered controversial requiring specific property owner input, and that do not require State or federal grant approvals, which have not previously been approved by your Board, or require extensive permit approvals from regulatory agencies. This Resolution also authorizing the Director of Public Works to develop plans and specifications and call for bids for these types of projects, which reduces the overall project delivery schedules and reduces administrative staff time for these types of projects.

 

The Resurfacing of Canada Road and Edgewood Road Project (Project) includes Canada Road between the southbound and northbound I-280 freeway entrances south of Edgewood Road and Edgewood Road from 0.17 miles west of Crestview Drive to Cervantes Road. The Department completed the plans and specifications for the Project, obtained Caltrans’ approval of the bid documents pursuant to the funding requirements, and called for bids.

 

DISCUSSION:

On Thursday, May 16, 2019, bids were accepted for this Project and subsequently referred to the Department of Public Works (Department) for checking and recommendation. The bid of:

 

Interstate Grading and Paving, Inc.

at $807,435 was the lowest responsible bid received for the work. The Engineer’s Estimate was $805,000.  A summary of the bids received is attached as Exhibit “A”.

 

The Department has determined that this project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that repair and maintenance of existing streets and highways is exempt from review. The Department requests your authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this project.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The total estimated cost for construction is $888,185, which includes authorization for up to $80,750 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.

 

Sufficient Road Funds have been budgeted to finance the construction costs as the OBAG federal funding is on a reimbursable basis. The County will be seeking reimbursements from Caltrans during the course of construction to reimburse the Road Fund.

 

The project is proposed to be financed as follows:

* The total OBAG funding amount is $892,000, with $90,000 allocated to design work, $727,787 allocated to the construction costs, and $74,213 for construction inspection.

 

** Resolution No. 064550 executed by your Board on June 19, 2001 authorizes the Director of Public Works to enter into agreements with special districts and utility companies for work less than $50,000 proposed to be done in conjunction with County road projects.

 

Reimbursement for the cost of doing work for AT&T will be through an individual agreement with the utility company AT&T.

 

There is no impact to the General Fund.
