BACKGROUND:
Canyon Manor provides a full range of mental health residential services, which include: rehabilitative mental health services, psychiatric services, medication support, and individual and group therapy. Canyon Manor provides a continuum of care and treatment, from traditional psychiatric services to recovery programs, geared towards community reintegration. Behavioral Health and Recovery Services (BHRS) publishes a public notice every year to solicit applications for new providers.

Behavioral Health & Recovery Services (BHRS) manages the placements in this and other residential service facilities within the total budgeted amount for mental health residential services.

DISCUSSION:
Canyon Manor is a locked Mental Health Rehabilitation Center and is a vital resource for difficult-to-place clients. The contractor will provide four beds for BHRS clients who are seriously mentally ill and in need of mental health rehabilitation, treatment, and long-term care. Services provided through this agreement offer an alternative to the use of more costly hospital emergency services, inpatient hospital admissions, and correctional facilities.

Under the B-1 Administrative Memorandum, the selection of providers of residential services for mental health clients is exempt from the Request for Proposals requirements.
