BACKGROUND:

In January 2017, the Project Development Unit (PDU) was formed to oversee and manage County ground-up capital project construction. In March 2017, this Board held a Study Session to consider recommendations for capital improvements and directed the County Manager to move forward with multiple projects including the Government Center County Office Building 3, Parking Structure 2, San Mateo County Health Campus, South San Francisco Campus, and Cordilleras Mental Health Facility projects.

 

DISCUSSION:

It is in the best interest of the County and the public that the Government Center County Office Building 3, Parking Structure 2, San Mateo County Health Campus, South San Francisco Campus, and Cordilleras Mental Health Facility projects proceed in an orderly and cost-efficient manner without labor disruption or strife. Projects of this scale and complexity will require a large number of skilled workers in various trades. To prevent project delays and potential labor disagreements which are costly, disruptive to work, and could delay progress, Project Labor Agreements (PLA) with terms acceptable to the County Manager, or his/her designee, will require the use of union labor for covered trades and require work to continue during the resolution of any labor/management disagreements.

 

The PDU is recommending this Board authorize entrance into PLAs with the San Mateo County Building and Construction Trades Council and all trades unions that will perform work on the Government Center County Office Building 3, Parking Structure 2, San Mateo County Health Campus, South San Francisco Campus, and Cordilleras Mental Health Facility projects.

 

County Counsel has reviewed and approved the Resolution and will approve any project specific PLA as to form.

 

Approval of these actions will contribute to the Shared Vision 2025 outcome of a Collaborative Community by ensuring labor peace on the Government Center County Office Building 3, Parking Structure 2, San Mateo County Health Campus, South San Francisco Campus, and Cordilleras Mental Health Facility projects.

 

FISCAL IMPACT:

There is no net county cost associated with entering into a Project Labor Agreement.
