BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.
On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District Five has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: the proposed grant, if approved, would be the second grant of district-discretionary funding to the same organization within the current FY 2017-19 budget cycle. The exception to the criteria is justified in this instance because it is serving a different part of the community. The Board may approve this exception to the criteria by adopting the resolution authorizing a one-time grant of district-discretionary Measure K funds, not to exceed $926,000 to the City of Daly City for Gellert Park improvements, providing an exception to the criteria for district-discretionary Measure K funds to allow repeat funding within the current budget cycle, and authorizing the County Manager, or his designee, to execute the grant agreement.
PROJECT SUMMARY:
This is a request to authorize a grant to the City of Daly City (City), and resulting grant agreement in an amount not to exceed $926,000 to provide for improvements at Gellert Park. Improvements consist of adding a new restroom building, renovating the playground with new play structures, renovating the BBQ area, replacing the tennis and basketball court lighting and miscellaneous improvements at Gellert Park.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• Civic Center North ADA Improvements ($277,000) FY 2016-17
• Lincoln Park Community Center ($80,921.02) FY 2018-19
The City of Daly City completed a major renovation of Gellert Park soccer field in 2017 and will be resurfacing and restriping the four tennis courts and two basketball courts as part of their current capital improvement program.
The Daly City Public Works Department will administer and manage the proposed agreement on behalf of the City, and the County Manager’s Office will administer and manage the proposed agreement on behalf of the County.
Daly City is currently developing a Parks Master Plan and during the public outreach phase, the top five requests from the community were:
1. New/improved playgrounds
2. New/improved BBQ areas with shelters
3. New/improved tennis, basketball, and pickleball courts
4. More restrooms
5. More park lighting
The proposed Measure K funding, along with the restriping project already funded by the City of Daly City as part of its capital improvement program, will address all of the top five requests from the community. Residents and visitors of all ages will benefit from the proposed improvements by having new and updated facilities to exercise, play, and eat.
The estimated cost for the Gellert Park Improvement Project is $926,000. The estimated cost of each component of the project is:
• Addition of a new ADA compliant restroom building $395,000
• Replacement of playground equipment $358,000
• Renovation of the BBQ area $64,000
• Lighting replacement in the tennis/basketball Courts $79,000
• Contingency $30,000
Total Measure K Request: Not to Exceed $926,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the agreement and resolution as to form.
The City Council of Daly City will consider the agreement subsequent to the Board of Supervisors action to recommend the proposed grant. The final grant agreement will be substantially similar to the attached draft grant agreement
Funding for the Gellert Park Improvement Project contributes to the Shared Vision 2025 outcome of a Healthy, Prosperous, and Collaborative Community. The proposed improvements will facilitate and increase physical activity for all ages, create an improved facility for community building, and work collaboratively with the City of Daly City to combine resources to make improvements to one of the highest used park facilities in Daly City.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget.
