BACKGROUND:

The San Francisco District of the State of California Department of Rehabilitation (DOR) and the County of San Mateo Vocational Rehabilitation Services (VRS) combine staff and resources to provide vocational rehabilitation services to an underserved and highly vulnerable population within the County of San Mateo. The funds of this agreement enable VRS to provide direct client services to San Mateo residents who have a diagnosis of mental illness as designated by the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM V) and meet DOR and San Mateo County Behavioral Health and Recovery Services criteria, as well as express motivation to seek employment.

 

DISCUSSION:

The agreement is a revenue-generating agreement with DOR that will fund employment services for a minimum of 900 unduplicated County of San Mateo mental health consumers for the term of July 1, 2019 through June 30, 2022. Those services include: intake, employment preparation, job development and placement, as well as job retention services.

 

Human Services Agency requests your Board to authorize the Director of Human Services Agency to execute this revenue generating agreement and any amendments thereto and on behalf of the County.

 

County Counsel has reviewed and approved the revenue agreement and resolution as to form.

 

Approval of this revenue generating agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by creating services that equip County of San Mateo residents with disabilities with the knowledge and skills necessary to participate in activities that lead them to community employment and move them toward self-sufficiency. Out of the minimum 900 unduplicated clients served (300 per fiscal year), it is anticipated that 160 will receive employment preparation services, 160 will receive job development and placement, and 120 will receive employment retention services per fiscal year of the agreement. Please note that projected numbers served are larger than contract goals set by DOR.

FISCAL IMPACT:

This is a revenue-generating agreement with DOR in the amount of $2,672,775. A Cash Match is required to draw-down this funding, in the amount of $1,014,207 (100% County General Fund). Appropriation will be included in the FY 2019-22 Recommended Budgets.
