Adopt a resolution authorizing an amendment to the agreement with the City and County of San Francisco for the distribution of FY 2018 Urban Area Security Initiative grant funds to the County of San Mateo, increasing the amount by $406,418 for a total amount not to exceed $1,298,866.

BACKGROUND:
On December 11, 2018 through Resolution No. 076343 your Board approved the agreement with the City and County of San Francisco for the distribution of FY 2018 Urban Area Security Initiative (UASI) grant funds to the County of San Mateo in the amount of $967,448.
On February 1, 2019, the City and County of San Francisco Bay Area UASI issued a First Amendment to the FY 2018 UASI grant agreement to decrease the planning funds in the amount of $75,000 for the Bay Area regional JIS support project, decreasing the amendment from $967,448 to $892,448.
On April 1, 2019, the City and County of San Francisco Bay Area UASI issued a Second Amendment to the FY 2018 UASI grant agreement increasing the agreement by $406,418 from $892,448 to $1,298,866. These additional funds will be used to fund a training and exercise program.
DISCUSSION:
The Sheriff’s Office is requesting this Board to accept the second amendment to the agreement with the City and County of San Francisco for the distribution of FY 2018 UASI grant funds to support a regional training and exercise program for a term commencing November 1, 2018 through February 28, 2020 in an amount not to exceed $1,298,866.
In addition, the Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to agreements which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and /or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
County Counsel has reviewed and approved the resolution and the amendment to the FY 2018 UASI grant agreement as to form.
Approval of the amendment to the FY 2018 UASI grant agreement contributes to the Shared Vision 2025 outcome of a Collaborative Community by giving both regional and local first responders the ability to train and exercise in real time across borders to ensure the public’s safety as well as that of first responders.

FISCAL IMPACT:
The amendment to the agreement is for a term commencing November 1, 2018 through February 28, 2020, in an amount not to exceed $1,298,866. There is no Net County cost.
