Adopt a resolution:
A) Adopting the plans and specifications, including conformance with prevailing wage scale requirements, for the Coyote Point Fire Pump Project at the Coyote Point Recreation Area; and
B) Authorizing the Director of Public Works to call for sealed bids to be received by Thursday, June 6, 2019 at 2:30 pm in the office of the County Manager/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to 60 calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
Coyote Point Recreation Area (Park) has a private water system, which provides water to several buildings, including the CuriOdyssey Museum, and other Park features such as the rifle range, a marina, fire hydrants, irrigation systems, drinking fountains, and restrooms. The system relies on water from two separate water utilities, namely the City of Burlingame and the California Water Service Company.
DISCUSSION:
Bracewell Engineering, Inc. (BEI) was contracted by the Parks Department to perform an investigation of the existing water pressures at various locations within the Park. Their investigation found that the water pressures and flow rates within the Park were inadequate to serve all the Park supported activities and uses. BEI also evaluated and determined the most appropriate and cost effective project to implement that would address the insufficient fire flows and pressures within the Park.
Based on BEI’s investigation and findings, the construction of a diesel-powered fire pump system was recommended and selected as the solution to addressing low water pressures at specific fire hydrants and buildings within the Park. The pump has been designed to engage when water pressures within the Park’s water system fall below the fire protection supply requirements at any given time. BEI has prepared the plans and specifications for the Coyote Point Recreation Area Fire Pump Project (Project), which have been reviewed by staff in the Department and the Parks Department. The Department is recommending that your Board authorize the calling for bids for the proposed work.
The Planning and Building Department has approved the plans for the Project and issued a Building Permit to the Department to proceed with construction.
County Counsel has reviewed and approved the resolution as to form.
Approval of this action will contribute to the Shared Vision 2025 outcome of an Environmentally Conscious Community by improving the fire water distribution system and meeting the fire suppression water supply requirements at the Park.
FISCAL IMPACT:
The total estimated construction cost for this Project is $645,316, and funds from the Parks and Marina Projects - Park Acquisition Fund (86130) have been allocated in the Capital Projects Budget for this work.
There is no impact to the General Fund.
