BACKGROUND:

Dr. Mee-Lee, M.D. was referred by the Department of Health Care Services (DHCS) and created the American Society of Addiction Medicine (ASAM) criteria. Dr. Mee-Lee has worked with hundreds of organizations, all of which are involved in the care and treatment of individuals with substance abuse disorders. He is a prominent member of the field's professional organization, ASAM, and is the Chief Editor of all editions of the ASAM Criteria.

 

DISCUSSION:

Dr. Mee-Lee will provide training and consultation to San Mateo County Health, County Departments, and its partnering contracted agencies. The trainings will consist of ASAM Criteria implementation training and person-centered treatment models to improve the services offered to people with complex conditions and co-occurring mental health and substance use conditions.

 

This training and consultation meet the DHCS Drug Medi-Cal Organized Delivery System requirements to provide a continuum of care modeled after the ASAM Criteria for substance use disorder treatment services.

 

Under the B-1 Administrative Memorandum, agreements that provide “sole source” services are exempt from the Request for Proposals (RFP) process. David Mee-Lee, M.D. is a board-certified psychiatrist, and is certified by the American Board of Addiction Medicine. He has over 40 years’ experience in person-centered treatment and program development for people with co-occurring mental health and substance use conditions.

 

Because of his distinct background and expertise, he is the only uniquely qualified candidate to provide ASAM Criteria training and consultation services on the implementation and development of person-centered programming to San Mateo County and its contracted agencies.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome by safeguarding the continuity of services for BHRS clients, which in turn contributes to the health and safety of communities throughout the county. It is anticipated that 100 percent of BHRS contracted providers will receive the ASAM Criteria training.

FISCAL IMPACT:

The term of the agreement is July 1, 2019 through June 30, 2020. The maximum amount of the agreement is $150,000, which will be fully funded by the State Department of Health Care Services through the Whole Person Care grant. There is no Net County Cost. Funds for these services will be included in the BHRS 2019-20 Recommended Budget.
