Adopt a resolution authorizing an agreement with David Mee-Lee, M.D. for training and consultation services, for the term July 1, 2019 through June 30, 2020, in an amount not to exceed $150,000.

BACKGROUND:
Dr. Mee-Lee, M.D. was referred by the Department of Health Care Services (DHCS) and created the American Society of Addiction Medicine (ASAM) criteria. Dr. Mee-Lee has worked with hundreds of organizations, all of which are involved in the care and treatment of individuals with substance abuse disorders. He is a prominent member of the field's professional organization, ASAM, and is the Chief Editor of all editions of the ASAM Criteria.
DISCUSSION:
Dr. Mee-Lee will provide training and consultation to San Mateo County Health, County Departments, and its partnering contracted agencies. The trainings will consist of ASAM Criteria implementation training and person-centered treatment models to improve the services offered to people with complex conditions and co-occurring mental health and substance use conditions.
This training and consultation meet the DHCS Drug Medi-Cal Organized Delivery System requirements to provide a continuum of care modeled after the ASAM Criteria for substance use disorder treatment services.
Under the B-1 Administrative Memorandum, agreements that provide "sole source" services are exempt from the Request for Proposals (RFP) process.
