BACKGROUND:
The County provides a number of services to County residents using applications that depend on Oracle software. In addition, many of the applications used by County staff also depend on Oracle software. Ensuring the availability of these applications requires support from County staff as well as support from Oracle. Since FY 2007-08, ISD has recommended that County departments consider using non-Oracle database software such as Microsoft SQL, when possible, to reduce the maintenance costs of database software. In response, Oracle has offered more competitive pricing and software maintenance support offerings.

DISCUSSION:
Oracle's acquisition of several IT software companies that previously provided software support and maintenance to the County has impacted the County's fiscal relationship with Oracle. While many alternative sources of database software are now available, many of the applications selected through County Request for Proposals (RFP) processes depend on Oracle as the database engine and will not run without access to Oracle software. For example, the platform for the state of California, Calwin, is an Oracle database and thus the County-replicated Calwin database also needs to be run on Oracle software.
