BACKGROUND:

On December 28, 2018, Household Hazardous Waste (HHW), one of San Mateo County Environmental Health Services Division (EH) programs, issued a Request for Proposals for disposing hazardous waste, including transporting and recycling universal waste, fluorescent lamps, and batteries. Three proposals were received, and EH selected ACTenviro because it offered the best value for the services requested.

 

DISCUSSION:

HHW collects and safely processes household hazardous waste from County residents. ACTenviro would enhance this program by providing universal waste lamp and battery direct pick-ups at retailer store locations. In addition, ACTenviro would supply the retailer with the necessary equipment, supplies and training of in-store staff to ensure proper management, containment, and storage of the universal waste lamps and batteries collected.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The agreement contributes to the Shared Vision 2025 of a Healthy Community by ensuring that universal waste fluorescent lamps and batteries do not pose a health and safety danger to residents or cause environmental damage through improper disposal onto lands or into waterways. It is anticipated that 10,000 pounds of batteries and 70,000 feet of universal waste fluorescent lamps will be diverted from landfill disposal per year.

FISCAL IMPACT:

The term of this agreement is March 13, 2019 through March 12, 2022. The amount of the agreement is not to exceed $175,000. Funds in the amount of $175,000 are included in the EH FY 2018-19 Adopted Budget. One hundred percent of the agreement amount will be paid by AB939 (Integrated Waste Management Act) fees, with no Net County Cost.
