BACKGROUND:

The Human Services Agency (HSA) is the lead agency for the San Mateo County

Continuum of Care and oversees the California Work Opportunity and Responsibility to Kids (CalWORKs) program. HSA applied for and received CalWORKs Housing Support Program (HSP) funding in Fiscal Years 2016-17, 2017-18 and 2018-19 to support Rapid Re-housing (RRH) services, specifically for CalWORKs families. HSA is committed to ensuring that HSP and RRH services are fully aligned with the Continuum of Care Reform and the County of San Mateo’s Strategic Plan to End Homelessness by 2020.

 

On May 9, 2016, HSA conducted a Request for Proposals (RFP) and selected Abode Services as the vendor that best matched the service needs of the County and HSP. On January 29, 2017, HSA entered into an agreement with Abode Services for the administration of HSP. Subsequent amendments increased the agreement by $3,599,154 for a total obligation of $4,523,453.

 

DISCUSSION:

In July of 2018, the California Department of Social Services (CDSS) Housing and Homeless Bureau released a RFP to California counties to apply for additional augmented FY 2018-19 HSP funding. San Mateo County applied for, and received, $1,017,422 in additional HSP funding. The funding for the program is as follows: $924,299 for FY 2016-17; $2,499,238 for FY 2017-18; and $2,117,338 for FY 2018-19 for a total of $5,540,875. The amendment realigns the agreement total to match the CDSS allocations.

 

The approval of these funds allows HSA to continue to provide critical services to CalWORKs families.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The resolution has been reviewed and approved by County Counsel as to form.

 

This agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing RRH services to homeless individuals and families, or those at risk of homelessness, to foster stable housing in San Mateo County.

 

For FY 2018-19, it is anticipated that 50 families will be served (referred and enrolled in program) under this agreement. It is also anticipated that 75% of families served will exit into permanent housing.

FISCAL IMPACT:

This amendment adds $1,017,422 for a new total agreement obligation that matches the total CDSS allocation in the amount of $5,540,875. This amendment is 100% state and federally funded by the CalWORKs HSP and Family Stabilization allocations. There is no Net County Cost. Appropriations for this agreement were included in the FY 2016-17, FY 2017-18, and 2018-19 Adopted Budgets.
